He would not be permitted to simply continue as acting AG under the authority of a nomination that no longer exists. If the nomination is stalled (no floor vote) rather than being formally rejected, technically he could continue serving under no legal pressure, but certainly what would be heavy-duty political pressure. In the event the nomination does fail, almost certainly Trump would name another acting AG and Blanche presumably would revert to the Deputy AG role which he still holds. However --- and this is where it gets interesting (more or less) --- if the Senate votes down Blanche's AG nomination, and Trump immediately renominates him, Blanche --- so long as he remains the Senate-confirmed Deputy AG --- would appear to qualify for the same exception again, allowing him to resume as Acting AG while the second nomination is pending. But, of course, in that situation the political dimension would most likely matter more than a murky legal consideration.

There's no way Blanche should be US Attorney General. He's already proven that he's Trump's ass kisser and definitely is not for the citizens of the US.
